onald D. Jacobs has been practicing
law for over forty years. He graduated from Washington & Lee University
School of Law and holds an LL.M. degree in taxation from George Washington
University School of Law. He began his career as an attorney with the Regional
Counsel's office of the Internal Revenue Service in New York City. Since
leaving the IRS, he has concentrated on representing corporate, professional,
and individual clients, in business tax, estate planning, and real property
transactions. His expertise and experience include:

Contract and lease negotiations

Establishment and qualification of corporations and
partnerships, both general and limited

Purchases and sales of businesses and real property

Negotiation and litigation of commercial disputes

Estate planning and administration

Divorce negotiations and litigation
Mr. Jacobs has represented major collection agencies located throughout the country for almost 40 years. He has extensive experience in the area of state licensing and regulatory compliance of collection agencies, and the applicability of the Fair Debt Collection Practices Act and comparable state statutes and regulations, to such agencies. On behalf of clients, he has personally negotiated settlements of investigations with the Federal Trade Commission, and state regulators and Attorneys General in Arizona, Illinois, Maryland, Massachusetts, Michigan, Minnesota, North Carolina and Texas. He has also represented collection agencies in connection with litigation brought against agencies by consumers throughout the country. In addition, Mr. Jacobs has represented both purchasers and sellers of collection agencies, and has conducted due diligence inquiries with respect to licensing and regulatory compliance in connection with the purchase and sale of both consumer and commercial collection agencies. He has also successfully completed the HIPAA Legal and Compliance Training Program sponsored by the ACA Members Attorney Program. Mr. Jacobs is a past chair of the MAP Committee of ACA International and is an approved Collection Notice Review attorney.
Mr. Jacobs is admitted to practice in Maryland, the District of Columbia, and
Virginia. He is a member of the American Bar Association and its Business Law
Section.
